Institute for Legislative and Governmental Affairs
The Institute for Legislative and Governmental Affairs hosts a wide variety of programming including seminars, workshops, and legislative hearings, which are open to the general public. The Institute serves as a resource for alumni, state and local officials, and practicing attorneys who are interested in a variety of Continuing Legal Education (CLE) programs, and offers occasional opportunities for student engagement. Past programming has included Naturalization Ceremonies, a Celebration of Women in Public Service and Public Hearings by the State Senate Committee on Global Warming and Climate Change. The Institute also organizes an annual Supreme Court review, discussing the important decisions of the Court’s prior term.

Julie Steiner
A passionate educator, Professor Steiner has been recognized for teaching excellence. She is a six-time recipient of the Catherine J. Jones Professor of Year Award (2022, 2021, 2019, 2015, 2013, 2012). Prior to joining the faculty of Western New England University School of Law, Professor Steiner was a member of the full-time faculty at St. John’s University School of Law where she received the honor of Professor of the Year (2009) and the Dean’s Teaching Award (2008).

Professors Bruce Miller and Art Wolf discussed the legality of President Trump’s National Emergency Declaration. Among other topics, they examined the National Emergencies Act of 1976; separation of powers; disputed facts on the need for the emergency order; congressional authority over appropriations; presidential power to use appropriate funds as he wishes; and relevant judicial precedents.

Four professors participated in the Supreme Court Review Conference. Professor Leora Harpaz addressed the Supreme Court’s use of the “government speech” doctrine to permit the State of Texas to reject a specialty license plate that included a Confederate battle flag. Professor Jennifer Levi discussed the Court’s recent decision declaring unconstitutional state bans on same-sex marriage. Professor Bruce Miller examined the Court’s latest decision regarding the “Patient Protection and Affordable Care Act” (commonly referred to as “Obamacare”). Professor Art Wolf then joined Professor Miller in discussing an important decision regarding the enforcement of the Fair Housing Act of 1968. Video of Conference
